Can any chemistry (that gets increasingly complex thus avoiding equillibrium) undergo Darwinian evolution?

anything that can reproduce, die, and is under selective pressures can evolve. i dislike the usage of "increasingly complex" in this context as it implies a necessity to become more complex when in fact selective pressures tend to do the opposite and leave "specialized" organisms to propagate in their given niche (on a smaller scale at least).

Humans probably evolved but oddly it seems they are currently de-evolving and the use of a brain is highly debateable as "increasing complex".

Evolution isn’t about creating higher organisms or more complicated. Its about creation of more sustainable organisms or features, because the final organisms or features did exactly this: they survived.
Exactly in the way that complex organic reactions after a long time will increasingly favor those reaction that can sustain themselves, because the resulting reactions did exactly this. They survived, and they did it for a reason.

Since you cant undo entropy, going back in quote, "time" isn't possible... There is only a now. Past, future, and time is just a man made phenomenon to describe entropy as it gets more chaotic versus less chaotic.

Since space and time (aka entropy, or we can dub it "now") are intertwined, and if all of space exists at this moment, then all of "now" (which was entropy heading into further chaos).

So if skynet does happen, it means that the universe (earth) is getting more chaotic, and the result of that chaos, could be skynet (as many other things). And if that didn't make sense to you, using your terminology, skynet can only happen in the quote, "future".
