The only way your ISP can tell the difference between different browsers is by analyzing the user agent string contained in your packets. If you really want to investigate this line of reasoning, alter the user agent string on your Safari browser and change it to "Mozilla/6.0 (Windows NT 6.2; WOW64; rv:16.0.1) Gecko/20121011 Firefox/16.0.1" or to the user agent string of a browser you know works.
However, I think you are barking up the wrong tree. I would investigate local settings on the machine first. Perhaps your firewall blocks non-vpn'ed Safari connections?
