Okay so i have a wired internet connection in my uni halls, i want to somehow make a wireless connection for my phone around the flat, is there anyway to relay a wireless connection from my laptop that my phone could use.?

as long as your lappy has wireless , then yes

You can probably set up your laptop as a bridge, but most universities have ways of finding students who either do this or who have wireless routers. Stuff like that can really mess with campus networks in ways you wouldn't understand without understanding a little bit about how DHCP works.
