I have tried other forums, and Everyone gives me the same answer of checking my netstat -o thing on CMD to find which program has port 80 Open on my Computer but ive done it and None do, none have 3128 either. I have a TP-LInk ADSL2+ router and cant find a option where to close the ports there, Any help is appreciated.

Use Zone Alaram or somthing like that firewal, to close port manual.
Od google for your hardver to see help file.

You can do this with windows firewall.
