i have all the materials that i need and soon to start working on my new fence...
my question is, how deep do i have to dig for each post/foundation of my fence?
and how tall does it have to be?

is there a state by state required policy to build a fence? if so, can you guys link me to the site?

You can easily google your state's zoning laws and find out their specific guide lines.

As for your posts I would recommend a two foot deep hole and concrete. You may have to go deeper depending on your preference of height, but two feet down should give enough stability for most fences.

If you live in an area that is prone to cold, I would definitely go a little bit deeper by rule of thumb.

piddys right, i would also go about 2 ft down and poor a concrete footer

depends on area if you have to worry about freezing temperatures where you are you must put the post at least 36 inches deep to keep it below the http://en.wikipedia.org/wiki/Frost_line remember helping my dad build our fence here in ohio. I have a buddy in florida who said they only put there fence down around 24 or so inches however he don't have to worry about freezing so the 36in guideline does not really matter since it will never be exposed to freezing temps.

we never did a footer but to get it level and we did about half a bag of quickcrete at the very bottom for better stability.
