OK, so nothing can move faster than the speed of light. But the Universe did just that in the first nano seconds. Along came the theory of "inflation" to explain this without violating that law. After the inflation, the expansion was still no faster than the speed of light and never will be.
So simply said, No the universe is not expanding as fast as it did during the first few seconds, because clearly it is only expanding at the speed of light at best right now.
