Not really, this is just a hype, where popular media misinterpreted the facts . The core consists of crystallized carbon, but this is totally different from diamonds on earth. Due to the huge degeneracy pressure, there is a much denser packed lattice composed of nuclei, (not atoms).

I must correct myself: appearently the cooling rates of typical white dwarfs are so low, that appearently no 'cooled down' white dwarf (black dwarf) exists.
