http://www.google.com/patents?id=FlKnAAAAEBAJ&pg=PA5&dq=haarp&hl=en&ei=y6gITtnVDIn30gGsN2DCw&sa=X&oi=bookresult&ct=result&resnum=3&sqi=2&ved=0CC0Q6AEwAg#v=onepage&q=haarp&f=false

This is a patent filled in 2007, which indicates that Raytheon company may be preventing hurricanes from ever forming.
Other documentation also suggests that they are stopping mesocyclones from forming with the same technologies, if i can relocate the information i will post it here also.

If anyone has any info on if Raytheon has came public with this, please inform me, on their site http://www.raytheon.com/ourcompany/ there is still no mention of it.

I'd be skeptical of any type of geoengineering. We still know very little about how our atmosphere interacts with itself and us.

But I'm definitely gunna look more into this.

manmade lightning does induce raining which could make a pretty big difference.

I believe that we know more about geoengineering than the populace thinks.
If you come across any conclusive evidence that Raytheon has accomplishing such feats, please inform me, I find this subject quite intriguing.

here is what Bobert W. Beckwith said.

"it is believed that the Raytheon corporation (Ray-theon) has been using the HAARP system to deliver balls of electrons, each capable of causing a type 2 lightning strokes in patterns that prevent rotating clouds from developing into hurricanes."

I am attempting to find some literature on this, i believe Nikola Tesla proved this to be true, or at least theorised that it could be possible, this was in the late 1890s if i am remembering correctly, but since Tesla has so much literature on him and over 700+ patents, its proving to be difficult to find.

Tesla was a man far ahead of his times, i could only image where our civilization would be at today, if we took him more seriously back then.
His work on resonating frequencies is something that has fascinated me for quite sometime, i have actually considered trying to construct one of his 'earth quake machines' from his blueprints.
Mythbusters debunked this amazing machine, unjustly if i might add, it was obvious that the principle ideal behind it was true. imo they just did not have the frequencies in sync enough.
