How does an IT Manager, or whoever in the company makes the decision of which data center to buy space in, select and or compare data centers?

is it just pure cost per Kwat hour or cost of power usage or are there other fees that are associated with data centers that increase overall cost?

location, reliability and chance of critical failure (fire, flood) are probably the first considerations
