I've got news for you. If we discovered highly intelligent alien life forms, we wouldn't be finding out about it from the NSA. It'd be the greatest scientific discovery of our time, so you can bet your ass that every employee at NASA would be yelling from the rooftops and making sure everyone knows about it. Hell, they'd do that even if they found bacterial life on the moon or on Mars.

And in other news, just because the NSA collects a document and then discloses it doesn't mean that there's any veracity to that document. The NSA pretty much collects every piece of digital information that it legally can.
