Trying to bake cookies... but the center is comming out uncooked
its Humid and muggy outside so as a result have an effect on baking things in the oven?

once oven is preheated it shouldnt make a difference i dont think. pay attention to which rack you are using. the top rack is hotter (will burn before cooking through).

Of course it matters. If its humid out when you mix the dough, that humidity is in the flour and what ever else you added to your cookies. humid dough means a more moist product. is this the first time you have used that oven? Not trying to be a smart ass but if it is then you'll have to watch your cookies and not go just by cooking time. If the oven is older the seals will be worn some at least which lets more heat out, your oven may have hot or cold spots.

And yeah if its a humid day that could throw off the cooking time as well.
