yeah true. however newton's first law can actually be summed up as, "a body in motion stays in motion." the rest is derived from this initial thought. i believe the reason the drill instructor asked for a more complete answer was that the target (other force) was important to his point
sort of like saying that the first law of thermodynamics is "energy is not created or destroyed only transformed from one form to another." you can go on to elaborate the importance of heat transfer but it's assumed in the conservation of energy and kinetics.
