Couldn't it work if the car/train/thing is light enough and the magnet is powerful enough?

no, because the force restricting the movement on the cart isn't entirely dependent on the cart, but also the fixture that holds the magnet steady. all the forces cancel out regardless of the comparative extent of the magnet and cart, because to hold the magnet in place, a fixture needs to exert a force equivlanet to it in the opposite direction.
