My topic is:

"An international treaty with binding limits on carbon emissions is the best way to combat the problem of global warming."

I need to give reasons why this statement is true, as well as provide reasons why this statement is NOT true.
And then for the statements that are not true, I need arguments against those statements.

Recent news, like the U.S. withdrawal from the Kyoto Protocol is helpful, or Japan/China's involvement with carbon caps is helpful as well.

(-) Putting the same limits on carbon emissions for every country will not help. Different countries produce different amounts of carbon. One country may be able to lower their emissions to the set limit but for others it may requires to drastic of changes. (+) On the other hand, having strict limit would force countries to limit their emissions, and in the end, help to slow global warming.

Not sure if you will use either of these, but what ever, lol.
