Every one I look at has a picture of a computer on one of the usb c charging ports

Does that mean that that port is meant for charging laptops only?

I have things like flashlights, a vehicle jump starter, etc that I would like to plug in there

Should be fine to charge all of those except the jump starter. Unless your jump starter takes 5V DC input. (Usually they 12vDC from car battery or alternator and/or 110AC residential.

Those bigger chargers are just able to provide more amperage which is why they are laptop rated.
