Being impaired =/= impaired driving skills, Being impaired is just another way of saying thinking in a different mind state, not necessarily a diminished one.
Alright I'm going to say this one more time... Just because it was harder for him to do doesn't mean he has impaired driving skills. He performed better when he was high then when he was sober. That means that his driving skills weren't impaired (weakened, incase you forgot the definition) but actually assisted by weed. The level of difficulty has nothing to do with how he performed.

The main function of the opiate system is to control motor function, response time and pain response. Activation of the opiate receptors directly supresses the receptors that effect judgement, the adrenal and dopamine receptors. The opiate system is the second largest bundle of nerves in the brain and body. This is why opiates impair judgement, slows motor function and response time. Opiates and alcohol directly effect both cannabinoid receptors and opiate receptors. The receptors in the Cannabinoid system, if over stimulated, makes you sleepy.
THC is a cannabinoid that attaches to the receptors in the cannabinoid system. The cannabinoid system is the largest bundle of nerves in brain and body. Cannabinoids do not attatch to opiate receptors although opiates do attach to cannabinoid receptors. Therefore marijuana does not effect motor reflex or impair judgement.

The cannabinoid system controls digestion, hunger, reproduction of muscle fibers, skin cells, brain cells and neurons, metabolism, lipid production in the liver, glucose levels, insulin rejection, nutrient delivery, pain detection and regulation of other neurotransmitters.
What all of this basically means is that when you smoke weed it balances your chemicals, makes you hungry, helps you digest food better, gets nutrients to your cells better, dilates your arteries, tells the body to make new neurons, brain cells, skin cells and muscle fibers, increases good cholesterol lowers bad cholesterol reduces insulin rejection, balances glucose levels, fills out your cells, gives you a greater pain tolerance and helps you sleep better which increases human growth hormone levels, opens up your airways and helps you breath better. And, if smoked sparingly, gives you more energy.
This disproves the theory that marijuana is bad for you and has horrible consiquences on the body and maks you lazy. It is not weed that makes you lazy and lack judgement, it is stupid and lazy people that smoke too much weed that blame their lazyness and poor judgement on weed. Psychologists call this "externalizing blame"
And if that is too much truth for you, Just to disprove your theory that stoners are lazy from my own personal experience, I have been smoking daily since I was 14 years old and I am currently a Junior Business Administration Major with a 3.4 GPA and enrolled in one of the Top Buisness programs in the country @ Colorado State.
