Parallel universes are more a facet of string theory than they are of quantum mechanics. And again, they are mathematically sound, yet experiments haven't been devised yet which can prove it.
But no, you don't always find evidence before making a theory. Just look at the idea of the Ether. There was a theory that light propagated through outer space through a medium called the Ether, and this had no evidence whatsoever. An experiment was eventually designed to test this theory, and it later disproved it. The theory of black holes also came before they were observed, as well.
