I understand how you're misunderstanding, you're probably only familiar with one point perspective drawings where everything converges into the vanishing point, however you need to understand why the horizon is even a thing:
Not only is the horizon the line where the ground plane converges with the sky plane, this convergence is not the same relative distance as the sky plane. The horizon is where the land raises to your eye level (3 -30 miles away), the sky works in inverse - the view of the sky and the sun becomes level with your eyesight is actually 3000+ miles away and the difference in these two points is what we see, they are not the same - or relative to a single point perspective of standard drawings.
