The fact that it was Jew's that Hitler was targeting doesn't change anything of his actions. To him, they were the enemy, they were prisoners, and he had the power to do what he wanted with them.

Just 400 years ago "trepanning" was common medical practice, and it makes what mengele did look like nothing.
