if you don't believe me, some of the "experts" interviewed include a woman who believes she can channel a 35,000 year old warrior god, and a man who believes he can will water to crystallize in patterns determined by specific chants he speaks to the water. I should note that part of the documentary involves detailing this man's "experiments"

Hah, I sort of want to see that full documentary now. We watched that clip in one of my courses in undergrad (specifically Analytical Physics IV, the fourth semester of calculus-based general physics before you start taking upper level, field-specific courses) but I never knew there was more.
As for what he's saying, there is a Many Worlds Interpretation of quantum mechanics. There is also the Multiple Histories interpretation. Neither actually says that a decision ACTUALLY fractures the universe into two parts and one part follows one choice and the other follows the other choice, but that's how some people think of it.
