Concrete isn't very heavy, actually. Not even close compared to a more dense substance like lead, or even steel or iron.

If you are looking for a good balance of density, availability, malleability, price and low melting point to shape the weights then lead.
If you are worried about the fact it is a heavy metal, were gloves and clear coat it with an artist spray.
