Go look up hexadecimal(base 16) there should be plenty of guides explaining that, from there base 20 is just another simple step.

399 = 19 "20'S" AND 1 "19" symbol

400 = 20 "20's", which puts it up to the next category of symbols into the 3rd column. The same way that in our base 10 system going over 9 of any number pushes it to the next column so to speak.

that's what i thought but havent seen anything like that in pictures so left me wondering :)

Origin of the brahmi numerals the pre-cursor that Arabic numerals.

he source of the first three numerals seems clear: they are collections of 1, 2, and 3 strokes, in Ashoka's era vertical I, II, III like Roman numerals, but soon becoming horizontal like the modern Chinese numerals. In the oldest inscriptions, 4 is a +, reminiscent of the X of neighboring Kharoṣṭhī, and perhaps a representation of 4 lines or 4 directions. However, the other unit numerals appear to be arbitrary symbols in even the oldest inscriptions

The story of how one chicken scratch came to mean something diferant from the next is rather dull generally.

The symbols pre-1442 resemble the sanskrit symbols for Mercury and Jupiter

Mercury and Jupiter were the 4th and 5th planets respectively in their life-view, so I can see why the symbols pre-1442 resemble that.

Looking at the days of the week (made pre-1400) also agrees with this Wednesday-Mercury & Thursday-Jupiter.

This is purely conjecture on my part.
