I don't believe there is a lot of intelligence out there. As we discover more planets we're finding out that the set up of our solar system is pretty rare. Binary star systems tend to eject planets out into space. Most gas giants orbit closer to the sun or have orbits that would not shelter or allow earth like planets to exist.

Life developed very quickly on earth but intelligence did not. It may be that life is wiped out in most cases before an extremely rare chance of intelligence developes.

I do not buy a more advanced species abandoning radio signals as we know it transmits well through space. They should have some interest in communication and contact.

But there's a reason why Liverpool University is bottom of the tables in bio science, math and computing.
