Political Science does mean electing a Physicist as President.
Scientists have lofty goals and are often willing to do anything to see their visions come true. They tend to have a hard time weighing all the different factors that go into making tough political decisions.
Perhaps one of the most striking examples of this is Werner Von Braun. He was one of the greatest scientists of his time and was integral in engineering the moon landing (if you believe in it). But he saw no problem with exploiting concentration camp labor when he was part of the Nazi regime.
from a political standpoint he was right to support it. i don't understand why you think a nazi supporting concentration labor camp is a political failure. it was a moral failure but politics=/=morality.

um we hand out guns and everyone shoots the person to their left at the same time?
for that to work you would need everyone to honestly agree to do it. if one guy dodges at the last second you just failed
