you are thinking of solar. the electric car works great in all conditions and is not underpowered.

So far it's still relatively small scale and is much more expensive than using fossil fuels as an energy source.
It always depends on cost/efficiency, so when fossil fuels are used up, corn may take on its role.

It is, however, a big reason why corn prices have rose up quite a bit lately.
