I've read all kinds of studies and they all say the same thing, people's driving skills are minimally effected and the biggest difference is they drive slower and more cautious.

it still affects the same driving skills except it does not affect your perception of what you are doing like alcohol does. personal experience has shown me a high driver is about the same as a drunk driver with other people in the car.
