If it stands up to the scientific method and reaches the point of being a theory then it should be considered fact. If it doesn't then the hypothesis is wrong, it should be reviewed, rewritten and retested.

If he was right he would have published papers, he would have experimental evidence that is reproducible, he would have all the proof he needs to disprove what he means too. And I don't know of any laws of physics (theoretical physics) that was discovered by a military in the last 100 years. It almost always come from Universities since there is generally no money to be made in working out theoretical physics. Using these theoretical results to produce tools (sometimes weapons) is where the money is and is often a matter of engineering. I wouldn't be surprised if the military has access to all kind of engineered devices the general public does not know about. But what old Barry is talking about is stuff that is a violation of the known laws of physics, which is not possible with engineering.
