Maybe that was a typo but I don't see how that could possibly be correct....a black hole is far denser than the sun and therefore being 21 billion times larger would weigh far more than even 21 billion suns
"far denser". I'd say about infinitely denser.
Anyway, a black hole's size is not measured at the edge of matter, it is measured to the event horizon of the hole.
