VR is just a screen you put in front of your eyes and it tracks your head movement. The technology has been around for decades. Its the same exact technology in smartphones. There is currently nothing special about it that i've seen. It has no interaction with your consciousness besides giving you something to look at.
The technology has not been around for decades, at least not in the current viable state it's in. Enormous advances in lenses, framerates, field of view, tracking, etc. allow for the current state of VR, which even in its infancy still allows for immersion to the point where users can forget that the world they are in is merely virtual.
It will only improve from there, though there are some serious hurdle to overcome for full-scale immersion.

There are plenty of low-cost options to try out less sophisticated versions of the technology. There are plenty of budget headsets you can use with software like Trinus to stream your PC games to your smartphone and get a feel for virtual reality without spending much.
