If the black coating absorbs the rest into heat, then there is no reflection. Everything got absorbed. And even if we were to suppose that 10% gets absorbed and the other 90% gets reflected (neither of these numbers are correct - panels typically absorb about 20% and reflect about 70%), even then it makes no sense to capture the reflection. The reflection carries 90% of the original energy, and if you point the second solar panel directly at the sun you'll get 100% of the original energy. The only contrived scenario where this would be a useful setup is if your greatest restriction was horizontal space, but you had lots of vertical space and solar panels. Like if you are living on a tiny island or something, maybe.
