Assuming space-time can be represented on a manifold (which also implies non-Euclidian geometry!), 'flat' means that the Gauss curvature is zero.
A non-technical (but still correct) explanation for the laymen can be found in the Feynman lectures in the chapter on general relativity, the same explanation can be also found in Brian Greenes first book ('the elegant universe') and the accompanying tv series.
