People with IQ's below 75 are more than likely mentally handicapped. And three tenths of a standard deviation? That's meaningless without telling us what the sample's average drug use rate and the sample's average standard deviation actually is. Three tenths of a standard deviation is almost certainly very little, considering the fact that the "very dull" individuals seem to be less likely and the "very bright" individuals seem to be more likely. So that means it's actually only like 0.15 SD's above the mean, at most (according to the graph), and 0.15 SD's is almost certainly very little of a difference compared to the average.
Add to that the fact that it doesn't take into account other factors that could contribute to it (high IQ people go to college where drugs are more available, and very low IQ people do not go to college, so the opportunities are lower).
