wikipedia says gravity waves move at the speed of light
and hawking radiation works because virtual particles at the edge of the event horizon appear where one particle is engulfed and the other is just far enough from the event horizon that it doesnt get engulfed.

yes and it propels these particles at speeds greater than light just as it sucks the other one in.
