But a lifetime of regular exposure to secondhand smoke very well may. And it's especially wrong if that person doesn't doesn't want to be exposed to it while they're walking into work, or moving from class to class on a campus but are forced to regardless.

Easy solution to that problem anyway. Make it no smoking within 20 feet of an entrance/exit. Problem solved. There's no reason to ban smoking.
Smoking was banned on my college campus but fuck that I walk around with cigarettes on campus on the time. I'm going to smoke a cigarette when I have 4 classes in a row. Whenever the campus police tell me to put it out I just tell them that I'm almost done with it and keep walking. Just because smoking is annoying to some people doesn't give them the right to outlaw it.
