When there are no other sounds in a room, even the smallest things sound like big noises. Mainly because in a crowded place or a place with noise, you tend to focus on the sounds you are around so by default you kind of channel out other sounds.

So when there is no sound to hear, any sound that is made, is basically amped by your own ears just because of how you are perceiving the situation and anticipating any sound you make or any sound something else makes.

The ringing could be anything really, some type of electronic device inside or outside of the house and the buzzing could be electrical also or could be a bug.

Its the hairs in your ear amplifying the sound waves creating a buzzing sound caused by vibration.
