I'm sure that there is almost no fundamental research going on in secrecy.
The dangerous thing that is going on might be bio weapon research. It's not really high tech but highly dangerous.
Especially if you take in account that almost every biotechnoligy phd out there should (if he took his study serious) be able to build up a bio weapon research programm while sleeping.

I think a lot about this stuff and I'm highly involved in this topic (working a lot for darpa and having friends who someone tried to lure away for bio weapon research programs in "unstable" countries).

Russia, china, and a few other countries are well advanced ahead of any others in biochemistry, genetics, cloning, DNA manipulation, gene splicing, etc...... they don't have the same moral or ethical laws we are forced to obey. there is more out there than you realise.
