It's because our brains interpret those 2D images. When it's real life, it's easy - we can use tons of clues, such as lighting, to resolve a 2D image into a 3D image.
In fact, that's precisely what the optical illusion above is doing; it's using context clues to try to create the illusion of a 3D image. However, since there are actually no context clues, your brain simply picks one based on any of a number of random factors.

I can absolutely tell you without a shadow of a doubt that I have seen her spin in both directions.
Try the trick that I mentioned above - twirl the fingers of both hands toward the left while staring at her intently and thinking 'left.' You'll see a short bit of 'glitch' for a second and she'll start spinning left.
