In the article it doesn't say crack and it doesn't say coke, it says cocaine, therefore it could refer to coke or crack. the difference between cocaine and crack cocaine is that
cocaine is a snortable powder and is in the salt form of the substance. Crack cocaine can refer to freebase cocaine, which is rather dangerous to use due to the use of ammonia.
The more common form of crack cocaine cooks sodium bicarb in with the coke to make the cocaine smokeable. It can then also be reprocessed with water to help remover the left over bicarb and make a purer anhydrous base. When cocaine is smoked, the rush in incredibly intense and short lived, which is why crack heads are such fiends, the shit only gets you high for a minute or two and then its off to Jonestown till you get another rock.
basically it is saying cocaine is the powder all of us are familiar with, while crack on the other hand is cocaine that has a bicarbonate cooked into it to allow it to be lit and thus smoked
adding the bicarb is also what gives crack cocaine its term "rock" as it turns the traditional powder coke into clumps of coke that can be lit and smoked
