Not sure if you mean a building / statue by a structure, but the definite oldest standing structure is the Sweet Track. A bridge that spans about 2000 meters and was built around 3800 B.C. (Older than stone henge)

This is a very real and serious look on the origins of man. Tiwanaka is truly one of the most bizarre and unexplainable things ever found by man. It really stirs all sorts of exciting questions; questions like

Who really built this city?
And for what reason was it built?
How did the stones get there?
What machinery was used to construct such an advanced city?
What technology is behind this?
Why and what destroyed this powerful city?
Who was this city built for?

All over the world, at the very same time, primitive man bore witness to an event that was so incredible to them that they were compelled to put something on their cave walls, to write it down so it could forever be remembered by the thousands and thousands of years of the future, man wrote scriptures about this event, and even built monumental and inconceivable structures to honor this event.

No. Tiwanaku is older then Stonehenge. It is literally the oldest city built by man (or whoever else).
