It depends what you define as "doing something".
If you count your inner bodily functions, such as the heart pumping or your food digesting, then yes, you are always doing something (there is always *some* form of motion inside your body).
If you only count things that you are doing consciously, then I guess it is possible. However, would you count sight as something "conscious"? You consciously know you're looking at something, but you don't consciously know how your eyes are working or how your brain is interpreting sight. You don't really have control over your sight though (except obviously where you're looking). You can't "switch it off" whenever you want (you still technically see with your eyes closed I think, and even if you didn't, keeping your eyes closed is "doing something").
Then there's the whole philisophical angle. Does doing nothing count as doing something? >_<
although this whole thread is stupid i just had to respond to this post. the point u were tryin to make applies to every sense not just sight.
