It is observed that they are all moving away from us because we are moving away too. The further something is from the center of the universe the faster it moves. The result is that things further away are percieved as moving faster. Anything moving towards us from the center of the universe is still going to appear to be moving away from us because we are moving away faster than they are moving towards us.
so then is there a point when you go towards the center of the solar system where things aren't moving? theres gotta be one particle in the very exact middle, could it be the only particle in the entire universe moving at absolute zero!
