Nope, ive never experinced that. Im always in first invite, i only had that problem on GTA4

Matchmaking for GoW2 is hella slow but its also more balanced I think.

Before the host owned everything, even ranked games..., now its simply a matter of having a party or not. Half the time when im waiting for match making ill pop my clothes in the washer or dryer or make myself some food. I like the new matchmacking mainly because it seems the more people that are in the party the faster you find and opponent.

You guys also have to keep in mind, GoW2 has not been out long & almost every game has its patch.

i say an easy way to keep people entertained during waiting in the lobby, they should throw them into a sort of mini game mission or just into a small room, not much cover and either have the people who join the lobby into the small room and have a free for all or while you wait the horde are spawning and you have to kill them until the game starts
