EPIC wanted gamers to have a similar playing style while switching from the Single Player to the Mulltiplayer. People used the Lancer so much in the single player, and when they got to the multiplayer it was all shotguns and the occasional pistol kill. To try and balance it out, they made the lancer stronger in Gears 1 to try and get people to use it more and have the multiplayer less of a 1-gun sideshot game.
In Gears 2, they made the shotgun of lower power, and decreased its fire rate. This allows people to use the lancer, which is what you use in the campaign 90% of the time, AND the shotgun in the multiplayer. This also makes people want to go grab some of the other weapons like the Torque Bow or Boomshot. The shotgun isn't broken, its just how it's meant to be. All it takes is a little tap of the LT and then RT less than half a second after to get an accurate shot. It was like that in Gears 1, and is just more highlighted in Gears 2.
CHAINSAWS are broken, as far as I'm concerned. I find that the chainsaw when rev'd near you, will act as a magnet and suck you into your death. The chainsaw duels, which were supposed to be about whoever hits the B button the most, are purely luck and have nothing to do with hitting the B button. If it did, i'd never lose. EPIC made it seem like whoever hits the B button faster wins, but they made it random. Gears 2, for the unskilled, is all about running around with the chainsaw rev'd until someone walks into you.
