Back in LOD you could use 1 hoto and 1 3bo cta (because cta have +1 skill beside the 3 bo bonus for barb) soon as you were trying to put a second cta instead of hoto it would result in a bug where the +1 skill from cta would be negated instead of added witch made your bo level 52 instead of 55.

Is it still the case in D2r or they fixed this?

I kinda don't wanna invest in 2 3 bo cta if I don't get the bonus from them

It's the same.
For me it's dual hotos for +6, high fcr and mana bonus.

oskills (skills without class limitations like teleport from eni, bo from cta, ...) are capped at +3 for the class that owns the skill naturally. so when using 2x cta on barb, the bonus to bo is capped at 3 (for the sum of both cta boni) plus 2 additional all skills from cta. this results in:
2x cta 3+ bo: 2*1 all skills + 3bo (capped) = +5bo
2x hoto: 2*3 all skills = +6bo
1x cta 3+ bo/1x hoto: (3+1) all skills + 3 bo (capped) = +7bo ==> best bo setup

no bug to be found here, intended mechanic working fine
