Probably the safest route, which would be chain/lightning with max block. Dual handing an infinity is always a risky endeavor, especially on hardcore. Jumping into the middle of a fanat or mana burn pack could still end you very quickly.

Lightning can kill from a safer distance and it's a more powerful skill. If you want to kill bosses it's a no brainer - lightning is better.
