What's the best 2-hander now and will I do more DPS going 3 frame or 4 frame?

Res of EQ is basic Forty + LoH + SoE + Gores + HL + Raven + Melee Ring / Dwarf / Whisp or what ever you have.

Eth tomb in general best.

If you dont need resists/mf/damage to undead etc both eth gpa and eth giant treghet in botd runeword is better dps.
But on gpa u will need more ias, and May be harder to counter slow.
