My goal is to craft a LLD caster belt for my sorc

does the level of the character matter when trying to get a belt thats level 30 or less? if so what level character should i use when crafting for lld stuff?

it is recommended to shop at lvl 71 (act2 elzix nm)
transfer all the belts (mesh belts ok) to a lvl 1 char
and then craft with a lvl 1
