If you’re gambling the amulets and rolling them, then yes. Ilvl of gambled items is always -5 to +4 character level. Since we don’t have anything that naturally shows ilvl, you have to assume EVERY amulet you gambled was the worst possible ilvl roll and accommodate for that.
If you go to someone’s lvl96 terrorized zone and use those ilvl 96 ammys, you can craft those ammys with a character as low as 80 and still get the desired rolls.
