so currently it has 4 light facets in it, im looking to reach next bp for ias witch would be 95 what route would i be better off taking using 15ias/40ed or 15ias/15@. i know ed only applies to physical dmg not elemental so im just trying to weigh is that small physical dmg boost worth more then the res i would get from 15@ jewels or would it just be a waste of 15/40 jewels

For pvp, stormshield or spirit or Jmoc(jewelers monarch of colossus) > all

Since the Ball LH is not that important anymore...no BP etc. You actually do not really need a RBF monarch.
The normal Setup was 3/20 gloves 20 ias|HL 20ias|40 ias javs | 15/15 jool inside griffon = 95ias

considering using a crack of the heavens a 15/30LR jool inside Griffon makes more sence nowadays

Spirit is fine i guess in ladder 2, considering that u really want the higher FCR breakpoint to to be a bit faster inside TZs ( dont get me wrong even better fcr cap is terible on ama...she isnt a teleporter ;))

regarding ur initial Question...indeed JMOD is a massive overrated and overpriced item and definetly not needed.....
