What level character should I use to shop and craft blood boots?

The current guides on jsp doesn't go into detail for blood boots. Help appreciated.

what affixes are u looking for?

30 frw
10 fhr
dual/tri res

for mirrored boots base, as high as u can for lvl
else, any char lvl 75+ should be able to gamble + craft and guarantee 4 magic affixes rolled on crafted items

thanks, would not be using mirror boots, but would be using light plate boots or battle boots. I read elsewhere that the optimal level is apparently clvl69 to meet the ilvl75. can any1 confirm?
